As water and climate become instruments of geopolitical leverage, India has an opportunity to turn agricultural resilience into a new form of South-South diplomacy. Climate change is making an old truth harder to ignore: food security is national security. As water becomes scarcer, harvests more erratic and trade policies more protectionist, agriculture is moving from the margins of geopolitics to its centre. Nowhere is this clearer than in Africa, where fragile food systems intersect with contested rivers, conflict and disrupted supply chains. For India, this presents not merely a humanitarian challenge but an opportunity to practise a more strategic form of food diplomacy. Clear Warning The Nile basin offers the clearest warning. Egypt, Sudan and Ethiopia depend heavily on the river, directly or indirectly, for agriculture and livelihoods. Egypt obtains roughly 90-95 percent of its water from the Nile, with most of its withdrawals going to agriculture. Wheat, rice, maize and cotton are therefore inseparable from the country's water security. Sudan is similarly dependent on the Main Nile and its Blue and White Nile tributaries for crops including sorghum, wheat, cotton and sugarcane. Ethiopia, by contrast, relies much more heavily on rain-fed agriculture, but the Blue Nile remains crucial to its plans for agricultural and economic expansion. The Grand Ethiopian Renaissance Dam (GERD) has transformed this already delicate equation. The Blue Nile supplies roughly 85 percent of the Nile's runoff, giving Ethiopia substantial geographical leverage upstream. Egypt and Sudan, downstream and more dependent on the river, have consequently viewed the dam through the prism of food and water security. The dispute has its roots partly in the 1959 agreement that allocated Nile waters between Egypt and Sudan, but the rise of Ethiopia as a major upstream power has altered the political balance. The stakes are enormous. A disruption to water availability is not simply an environmental problem when millions depend on irrigated agriculture. It can affect food prices, livelihoods, migration and political stability. Across the basin, the consequences potentially extend to hundreds of millions of people. The lesson is straightforward: rivers can become geopolitical infrastructure, and crops can become strategic assets. Critical Role This is where India can play a useful role. Its longstanding diplomatic, commercial and maritime links with Africa give it an established platform. Its experience in producing wheat, rice and millets, meanwhile, gives it something more tangible: the ability to contribute to food-supply resilience. Egypt, for instance, remains heavily dependent on imports and is projected to require around 13 million tonnes of wheat imports to bridge its consumption gap. Sudan’s agricultural crisis is still more acute. Conflict and climate stress have sharply reduced cereal production, leaving output well below recent historical averages. India could therefore build food diplomacy around two complementary tracks. The first is supply. Predictable grain arrangements and strategic food buffers could help vulnerable countries absorb shocks in international markets. The second is technology. India's experience with micro-irrigation, precision farming and water-use efficiency offers tools that may help African farmers produce more with less water. The Per Drop More Crop component of the Pradhan Mantri Krishi Sinchayee Yojana is one example. Drip irrigation, improved canal management, seepage reduction and precision agriculture cannot resolve a dispute over the Nile, but they can reduce the amount of water required to produce a given crop. For this to become a durable strategy, however, India will need to move beyond individual projects. Bilateral agricultural agreements with African countries could be converted into longer-term trade corridors and grain-supply arrangements. Multilateral platforms, including BRICS, could provide mechanisms for greater transparency in food distribution and market stabilisation. Seed exchanges could focus on drought-tolerant millets, biofortified wheat and heat-resistant maize suited to increasingly volatile climates. Indian private enterprise could be brought into this architecture. Agritech startups and Farmer-Producer Organisations could be encouraged to enter African markets through export-linked grants, incubation programmes and risk-sharing mechanisms. EXIM Bank credit lines and export guarantees could reduce the financial risks of deploying solar cold chains, irrigation systems and agricultural technologies in politically volatile markets. Public-private partnerships could also help Indian firms adapt AI-based crop advisory systems and IoT-enabled water sensors to African soils and farming practices. The larger opportunity is strategic. India’s relationship with Africa need not be confined to trade, infrastructure or diplomatic declarations. Agriculture offers a practical form of South-South cooperation in which food, technology and water efficiency reinforce one another. The Invisible Campus

Walk into the faculty room of any university during a tea break and listen carefully. The conversations are rarely about ideas. They revolve around delayed promotions, committee politics, funding shortages, and yet another administrative circular. Now and then, someone mentions an exciting research finding or a memorable classroom moment, and the room briefly comes alive before slipping back into familiar complaints.


This scene is so ordinary that we stop noticing it. Yet it reveals something important about universities. What shapes an institution is often not what happens in classrooms, laboratories or boardrooms, but what happens in conversations like these, over tea, in corridors and between meetings. Every university, in effect, has two campuses. One we can see, tour and photograph. The other decides whether the first merely functions or truly flourishes. I call it the ‘Invisible Campus.’


The Real University

The visible campus consists of buildings, laboratories, libraries, rankings and convocation ceremonies, the university of brochures and accreditation reports.


The ‘Invisible Campus’ has no address. It is built from attitudes, trust, curiosity, cynicism and the unwritten rules that govern everyday behaviour. This is where the real university takes shape.


A young faculty member arrives full of enthusiasm and ambitious plans. Within weeks, colleagues start teaching lessons that never appeared in the appointment letter: “Don't work too hard” or “nothing changes here.” “Promotion depends on seniority anyway.” Such remarks harden into institutional wisdom, as initial enthusiasm gives way to adjustment, adjustment becomes habit, and habit becomes culture. Cultures are rarely imposed. They are absorbed.


The opposite can happen too. In some universities, young faculty are encouraged to experiment and question established practice. Senior professors mentor with genuine pride, good teaching is valued, and a colleague’s success inspires rather than threatens others. Excellence becomes infectious, not because of policy, but because of the ‘Invisible Campus’ at work.


Students absorb this unseen culture more than any syllabus. They notice what teachers admire, tolerate and ignore. If curiosity is rewarded, they grow curious. If integrity is respected, they learn to value it.


Much reform in higher education fails because it targets only the visible campus. New centres, instruments and courses are announced, and all are useful, but none can transform an institution whose culture stays the same. A modern laboratory cannot compensate for intellectual indifference, nor can a new building manufacture curiosity.


Consider why scholars once travelled thousands of kilometres to Nalanda, where there were no rankings or accreditation agencies. They came because Nalanda had earned a reputation for rigorous debate and fearless inquiry. Its greatest attraction was never its architecture but its intellectual atmosphere. Universities are remembered less for the buildings they construct than for the intellectual cultures they create.


Healthy Competition

Competition, too, reveals an institution’s character. Healthy competition inspires improvement; unhealthy competition breeds secrecy and territorial behaviour. A university grows when a colleague's achievement is seen as a shared asset rather than a personal threat.


Leadership shapes this invisible layer more than it administers the visible one. Vice-Chancellors, Directors and Deans decide budgets, appointments and infrastructure, but their larger influence lies in what they choose to admire, tolerate or discourage. Reward integrity and openness, and those values slowly become part of the institution's character. Reward compliance over creativity, or loyalty over merit, and the culture absorbs that signal just as readily. Leaders leave office; cultures remain.


The encouraging part is that the Invisible Campus is not fixed. It changes one conversation at a time: when a senior professor encourages a younger colleague instead of discouraging them, when difficult questions are welcomed rather than dismissed, and when merit is rewarded over convenience. Cultures rarely shift through dramatic announcements. They change gradually, until one day people assume things were always this way.


Research follows the same logic. It flourishes where questions matter more than hierarchy, disagreement counts as scholarship rather than disobedience, and failure is treated as part of discovery. Scientists do not turn innovative merely because sophisticated equipment is available; they do so when they feel intellectually free. A well-equipped laboratory cannot produce originality if young researchers hesitate to question their seniors. Scientific discoveries may be born in laboratories, but scientific cultures are born in seminars, corridors and everyday conversations.


This is also why efforts to improve higher education so often disappoint. We measure what is easy to count: buildings, publications, patents, enrolment and grants. But these indicators capture consequences, not causes. The harder questions rarely make it into ranking frameworks. How freely do students question their teachers? Do faculty collaborate across disciplines? Are ethical standards upheld when no one is watching? Yet these are often what decide whether a university merely functions or truly flourishes.


The task before Indian higher education, then, is larger than building more universities or expanding research funding, important as both are. We need to consciously build academic cultures that reward curiosity, welcome disagreement, and encourage young minds to take on hard problems. Such cultures cannot be legislated into existence. They grow slowly, through thousands of ordinary interactions: every faculty meeting, every mentoring conversation and every classroom discussion quietly adding to the ‘Invisible Campus.’


Tomorrow morning, another tea break will begin in another university. Professors will gather, cups in hand, and the conversation will start again. They may speak of bureaucracy and shortages, or of ideas, students and possibilities. Either way, those exchanges will be forgotten by lunchtime, yet their cumulative effect may shape the institution for decades.


The future of Indian higher education will not be decided only by the classrooms we build, the laboratories we equip or the policies we announce. It will be decided by the ‘Invisible Campus’ which shapes how people think, question, collaborate, and aspire.


Buildings create campuses. Culture creates universities. Get the second right, and the first usually takes care of itself.
